It's turning out to be the second largest horse abuse case in Oregon and the biggest for Crook County. Two more arrests have been made in the Arlington Farms Ranch abuse case at Powell Butte. Commander Russ Wright of the Crook County Sheriffs Department says 19 year old Christopher Hooks and 18 year old Kyle Mann have been arrested and charged with animal neglect. In the meantime, the court has given the sheriffs office responsibility for caring of the 67 horses still on the property due to inadequate care. Initially 11 animals were seized March 29th. The sheriffs department is opening an account at Wells Fargo Bank to take public donations to help defray expenses. Wright is trying to locate all of the investment owners in Arlington Farms and trying to determine the ownership of all of the animals.
